Membership in the South Alabama Purchasing Association (SAPA) is open to any public or non-profit entity that falls under the State of Alabama Public Bid Laws, and other entities that choose to be governed by the provisions of the SOUTH ALABAMA PURCHASING ASSOCIATION Intergovernmental Agreement.
